What a city or county requires of an electrical contractor

Typical requirements and how to check them

Permit filing: licence, bond and certificateA current state or local electrical contractor licence, a licence or permit bond in the amount the municipality sets, and a general liability certificate naming the municipality as certificate holder, filed before permits are issuedThe licence certificate, the bond form from the surety naming the municipality as obligee, and a current liability certificate; the permit office keeps them on file and refuses permits when any lapses.
Commercial general liability on public work$1M each occurrence / $2M aggregate per project, $2M products-completed operations, occurrence form, with the city, its officials, employees and volunteers as additional insureds for ongoing and completed operations, primary and non-contributoryDec page limits and an additional insured form that covers individuals as well as the entity; many blanket forms cover entities only.

Traffic control and right-of-way conditionsWork in the public right of way requires a right-of-way permit, a traffic control plan, and sometimes a separate right-of-way bond and higher auto limitsThe permit conditions; auto and general liability limits are read against them, and the bond is separate from the licence bond.

Two doors into city hall

Electricians meet municipalities at the permit counter and in the bid room. The permit counter wants to know the contractor is licensed, bonded and insured before it allows work in a building. The bid room wants the entity and its people protected on public work, with evidence rather than assurances and bonds that guarantee completion and payment. The permit file is annual housekeeping; the public works exhibit is a per-contract exercise.

The lines a municipal electrical contract names

General liability with the entity and its individuals added, for ongoing and completed operations. Waivers on every policy. Auto that covers bucket trucks and work in traffic. Workers' compensation with the electrical class in the project state. An umbrella scaled to the exposure, higher for signal, lighting and plant work. Performance and payment bonds above the statutory threshold. Right-of-way permits and bonds where the work is in the street.

How to check your filings and policies

Confirm the licence and licence bond are current with each municipality where you pull permits. On public work, match the general liability limits, read the additional insured form for individuals, confirm the waiver on each policy, match auto, workers' compensation and the umbrella schedule, and confirm bond capacity with your surety before bidding. Assemble the certificate package with the endorsements the specification lists.

Keep the certificate current

Permit offices and public agencies both check certificates at renewal. A live certificate link stays current as policies renew and carries the endorsements as attachments, so the permit file and the project file see the same status without a yearly re-filing.

Questions people actually ask

Why does the permit office need a bond if I already carry liability insurance?

The bond guarantees that permitted work is completed to code and that the municipality can recover the cost of correcting it if you do not; liability insurance pays for injury and damage to others. They answer different questions, which is why both are filed.

Does my blanket additional insured endorsement satisfy a city that lists officials and employees?

Only if it covers individuals as well as organizations. Many do not. Public-entity additional insured forms exist for this purpose; ask the carrier before the bid, because the city will read the form.

What extra coverage does traffic signal or street lighting work need?

Higher umbrella limits, auto that covers work in live traffic, and often a right-of-way permit and bond. Some specs also require that general liability does not exclude work near overhead or underground utilities.

We subcontract to a GC on municipal jobs. Do the city's requirements still reach us?

Yes. GCs flow the public entity's requirements down and usually add their own, so the sub's certificate must name both the GC and the municipality with the same endorsements.
