Two doors into city hall

Plumbing and HVAC contractors meet municipalities at the permit counter, where a licence, bond, liability certificate and often a backflow certification are filed annually, and in public works contracts, where the entity protects itself and its people with additional insured status, waivers, pollution coverage and bonds. Water authorities and school districts frequently add exhibits of their own.

General liability with the entity and its individuals added, read on its exclusions for water intrusion. Contractors' pollution liability for refrigerants, fuel and mould. Waivers on every policy. Auto with trailers and cylinders scheduled. Workers' compensation with the trade class in the project state. An umbrella scaled to the building's occupancy. Performance and payment bonds above the threshold. Backflow and cross-connection conditions on water work.

How to check your filings and policies

Confirm the licence, permit bond and certificate are current with each municipality where you pull permits, and the backflow certification where you touch the water system. On public work, match the general liability limits, read the additional insured form and the exclusions page, confirm pollution coverage, the waiver on each policy, auto, workers' compensation and the umbrella schedule, and confirm bond capacity with your surety before bidding.

Keep the certificate current

Permit offices, public agencies and water authorities all check certificates at renewal. A live certificate link stays current as policies renew and carries the endorsements as attachments, so every entity's file shows the same status without separate re-filings.

Questions people actually ask

Why does a school district spec ask HVAC contractors for pollution liability?

Refrigerant releases, fuel oil, gas line work and mould from condensate problems are pollution claims that the general liability form excludes, and a school building full of children is where a district cannot afford a gap. Contractors' pollution liability is the standard answer.

Does the water authority count as the municipality?

Often it is a separate public entity with its own exhibit, bond and tester conditions. Read each entity's requirements separately and name the right one on the certificate and bonds.

Our permit bond is with one city. Does it cover work in the next town?

No. Permit and licence bonds name a specific municipality as obligee. Contractors working across several towns carry a bond for each one, filed with its permit office.

Is a water-intrusion exclusion a problem on municipal work?

Yes. It removes coverage for the most common plumbing and HVAC claim, water damage from a failed installation, and public entities read the exclusions page. Ask the carrier to remove it or write the policy on a form that does not carry it.
